Harbinger, noun, a person or thing that announces or signals the approach of another and in this case, Valiant taking one huge swing at Marvel's X-Men by putting out something that is indefinitely better than anything you could read of similar origin. The story mainly revolves around a young teen named Peter who has recently discovered that he has superhuman powers, initially he and his friend use Peter's new found talents for mischief, but then he comes to the attention of one Toyo Harada and his organization to help gifted youths like Peter, the Harbinger Foundation.
Peter later comes to the horrifying realization that Harada plans to use other psionics (Valiant's way of getting around the term "mutants") to his own sadistic ends and escapes as fast as he can. He soon forms a small, but willing group of people to aid him in a rebellion against the Harbinger foundation. What sets Peter truly apart from any other psionic is the fact that he can stimulate the brain in people who have the potential to become psionics and bring out their true powers. Harada can as well and that's what makes Peter so dangerous to everything Harada has worked for.
In short, Harbinger is an amazing piece of work that is greater than the sum of it's parts and a testament to the fact that not all 90's comics are inherently bad. It's also worth noting that Harbinger had a sister series made after issue ten called H.A.R.D. Corps that's very enjoyable for what it is. http://www.amazon.com/Valiant-Masters-H-R-D-Corps/dp/1939346282/ref=sr_1_2?ie=UTF8&qid=1429733743&sr=8-2&keywords=Valiant+masters
