In an alternate version of Britain, "Heroes" (people born with superhuman abilities) have been known about since the late 1800s. More recently, in the 1990s, the government banned superhero teams and the use of powers in public, bringing in a registration and testing regime. Today, those with powers try to get along as best they can in a climate of increasing suspicion, or, more dangerously, avoid registration and attempt to pass as regular people.
