Ultramans origin story. JL 25&26 are also must reads to get the origins of owl man and the crime syndicate. You can skip 27/28/29 and just sick to the main forever evil line.

But these origins are excellent!!

Geoff Johns continues to prove his mastery of villains in this spotlight issue of Ultraman from the Crime Syndicate. And though the coloring feels a bit off, the art team of Ivan Reis and Joe Prado provide another solid issue. A great read for those looking to flesh out the Forever Evil storyline.
