That's the question.
When a meteor shower blankets Earth with purple rocks, thousands of people become endowed with abilities. But they aren't fighting crime. They use their powers for personal gain or worse-for the mundane. They fly to work. Congress drafts a bill to pay these powered individuals if they act when the need arises-they sign into law the Heroes Act.
