This story opens strong as it features Commissioner Barbara Gordon finding street crime and running into the new Batgirl. However, all the energy is sapped from the story by a lot of dialogue over the relationship of the police to Gotham's poorer neighborhoods. I don't dispute that this could be and maybe should be an element of the story of the new Batgirl, however the conversation goes on way too long It seems as if this was caused by someone realizing that they only had two issues to wrap up, so they had to give us a lot of explanatory dialogue. Still, I do remain curious and will look forward to the last two issues.
